Abstract:
      灾害指危害人类生命、财产和生存条件的各类事件.灾害又称“灾祸”,灾即天灾,指自然灾害;祸即人祸,指人为灾害,俗称“天灾人祸”.灾害的预防控制工作事关人民安全和健康,与国民经济持续发展、人民安居乐业和社会繁荣稳定息息相关.
